Do you think that kids who are not taught responsibility can still grow up to be competent adults?

I am noticing a lot that many parents (not all) don't give their children the opportunity to learn responsibility at home. For example, many don't have them do chores such as taking out the trash, washing dishes, walking/feeding the dog, making your own bed, earning allowance, etc. Instead, these things are replaced by TV, video games, and almost nothing else. Can a kid who lives a life with duties and responsibilities except watching TV and playing video games still grow up to be a competent, responsible adult?
