My pond goldfish is floating on top of the water tries to swim down but floats back up! Not pooing not eating!?

I tried peas he don't eat them! Epsom salt hasn't helped so far I have done him once a day for two days! (I think he's a goldfish)6/7" long, he's at least 6 years old! PLEASE HELP HE LOOKS SO UNCOMFORTABLE!
