I really want a parrot but mom won't let me?

I'm 13 years old and I really want a blue and gold macaw. I told her I would pay for everything for the parrot, but she still is saying no. I know that getting a bird like this is a big responsibility but I want to show her that I am responsible. She won't tell me why she is saying no except for she thinks that they are noisy at night and messy. How can I convince her into letting me have one?
