Insurance points question. Really need answer?

I know somebody that had a couple points on their license, about eight. He hired a lawyer to reopen the accident cases and she was able to remove the points off the license completely, there are no points on the license at all. The problem however is that his car insurance is incredibly high and he's 21. Is there any possible way to remove any points off the car insurance if the points were taken off the license through court? We really need any advise or suggestions please.
