Msiexec.exe popped up out of the blue, asking me to download it?

So I was playing a game and my computer had been running for about 2 hours and out of the blue I got the windows user account control message pop up asking me if msiexec.exe from an unknown publisher to make changes on my computer. I haven't clicked yes but everytime I hit no it closes out and then reopens and it keeps flashing. I did some looking and most people are saying its a downloader and its safe but others are saying if you didnt run/download anything (which i didnt, aside from the game I normally play) that it could be a virus. My question is, is it safe to click allow?
